A search for Minnesota website design agencies can feel risky. That worry is fair. A wrong pick costs you months, money, and a site that never brings in leads.
Your local market makes the choice harder. Most firms here are small or mid-sized, so project budgets vary widely.
A quote that fits a clinic can be missed for a manufacturer. That manufacturer often needs a rebuild of a dated site that brings in a few good leads.
You need proof, not another pitch. So I scored 50 agencies on public data from Clutch, DesignRush, G2, Glassdoor, Indeed, LinkedIn, Google Business Profile, Trustpilot and SEMrush. I used one method for every agency, so you can compare them fairly.
That lets you compare agencies on reviews, size, and cost, not just sales pages. Start with the ranked list, then read the profiles that fit your project and budget.

Deep Dive: What Each Agency Actually Does
The detail behind each score, so you can judge for yourself.
1. Thryv — Best if you run a local service business and want software and a site together

- Website: thryv.com
- Minimum Project Cost: $1,000
- Average Client Satisfaction Rating: 3.55 (2,530 reviews)
- Team Size: 5,912 (LinkedIn)
- Years in Business: 13
- Monthly Website Visits: 74,807
- Employee Review Score: 3.30 (3,213 reviews)
Overview
Thryv is not a classic design shop. It is a software platform for local small businesses, and websites are one part of it.
The company grew out of directory publishing. That history still shapes who it sells to, mostly owners of local service businesses.
You get two ways to build. The AI Website Builder is self-serve. The managed option puts a designer on your site after a short consultation. It goes live in a few weeks.
Malvern Irrigation Supplies is one client that used the managed route. Thryv says the team writes copies for a few pages and keeps updates free.
Its careers pages push events, perks, and a meritocracy. That points to a large company with set processes, so expect structure over improvisation.
If you expect a boutique studio, this will feel different. I would treat it as a managed service inside a wider software suite.
Core Services
- Professional website design with a dedicated designer
- AI Website Builder for self-serve sites
- Copywriting for the main pages
- Free website updates after launch
Why They Rank #1
- Scale is the case for first place. Nobody else on the list comes close on headcount, and only OuterBox pulls more visitors. For a buyer, that means capacity and a name local owners already know.
- The hourly rate sits in the common middle band. You pay an ordinary rate for managed work, not a premium.
- Website design is a minor part of what Thryv sells. First place rests on size, not on a design-first practice.
- Satisfaction is the weak spot, and it is real. Clients rate Thryv lowest of all 50 agencies, and they score its value for cost lowest too. Thousands of reviews back that, so it is not a thin sample. Think of Thryv as the biggest name here, not the best reviewed.
Snapshot of Client Reviews
Clutch has no profile for Thryv, so this draws on DesignRush. Reviewers like the easy onboarding, jargon-free demos, quick site refreshes, and round-the-clock support. The one sharp complaint involves billing that continued after a landing page broke, followed by a rough cancellation.
Our Take
A local service owner who wants one vendor for software and a site will find a fair fit. Skip it if design craft leads to your brief. Skip it too if billing flexibility matters.
2. OuterBox — Built for ecommerce brands that want design tied to search and ads

- Website: outerboxdesign.com
- Minimum Project Cost: $1,000
- Average Client Satisfaction Rating: 4.52 (214 reviews)
- Team Size: 423 (LinkedIn)
- Years in Business: 22
- Monthly Website Visits: 168,337
- Employee Review Score: 3.65 (144 reviews)
Overview
OuterBox builds sites for brands that sell online. Most projects run on Shopify, BigCommerce, Adobe Commerce, WordPress, or WooCommerce, and some use a custom build.
Clients include Matco Tools, Rocky Boots, University Hospitals, and Lowe’s. That mix spans tools, footwear, health care, and home improvement.
The team has grown into one of the largest on this list. Inc. has also put the company on its list of fast-growing firms.
Google names it a Premier Partner, and it holds partner status with Shopify, BigCommerce, and Adobe Commerce. Those badges matter if your store runs on one of them.
It also built its own analytics tool, LOOP Analytics, and an internal operating system. Its stated rule is full accountability on every account.
If you want a design studio with no marketing attached, this is not that. You get a team that builds the site and also runs the search and ad work around it.
Core Services
- Ecommerce web design and development
- Custom website design on WordPress
- Conversion rate optimization and UX
- SEO for ecommerce, enterprise, and local brands
- Paid media, including Google Ads, paid social, and Amazon PPC
Why They Rank #2
- Reach lifts it here. OuterBox draws the most visitors on this list. Its team is second only to Thryv, so capacity is not in doubt.
- The hourly rate is among the highest on the list. You pay a premium for a full-service team.
- Two things keep it from first place. Thryv has far more people. Design is also a small part of the work here, so a design-first buyer gets less focus.
- Satisfaction is the weakest area. The client rating sits among the lowest on the list, though hundreds of reviews back it. Employee ratings land closer to average. Choose it for reach and a full team, and expect to pay for both.
Snapshot of Client Reviews
Communication, steady delivery, and results from search and paid campaigns lead the praise on Clutch. The complaints are small: some staff turnover on accounts, and a client portal that confused a few users. Web design draws less comment than the marketing work.
Our Take
A growing online store that wants design, search, and ads from one team should shortlist it. Pass if you only need a site build. Pass too if a lean budget matters more.
3. Lounge Lizard — A fit when you want a custom, design-led site from a long-running studio

- Website: loungelizard.com
- Minimum Project Cost: $10,000
- Average Client Satisfaction Rating: 4.77 (79 reviews)
- Team Size: 58 (LinkedIn)
- Years in Business: 28
- Monthly Website Visits: 2,470
- Employee Review Score: 4.20 (29 reviews)
Overview
Lounge Lizard builds around one blunt idea: a new visitor decides almost at once. Its design work aims to earn attention before that moment passes.
That rule shapes custom work built from modular libraries and tested in Figma before any code. Platforms include WordPress, Drupal, Shopify, Adobe Commerce, and Contentful.
Case studies include Pimberly, Website Closers, Mind Games Fragrances, and McLaren Golf. They cover software, services, and consumer brands.
The studio holds partner status with WordPress and Salesforce, which matters if your site must feed a CRM.
It began with a tiny monthly ad budget and grew into a remote-first team. Founders Ken Braun and Sharon Sexton lead it, and Braun also writes for Forbes.
I would point you here if brand and visual impact lead your brief. Check the price early, since the entry cost is higher than most on this list.
Core Services
- Custom website design
- UX planning and prototyping in Figma
- WordPress and Drupal builds
- Ecommerce on Shopify and Adobe Commerce
- Headless CMS builds with Contentful
Why They Rank #3
- Design is central here, which is rare this high on the list. Only two agencies put more of their business into website design.
- Longevity helps. Only two agencies on the list are older, so its process has had years to settle.
- Reach is the ceiling. Traffic and team size sit well below Thryv and OuterBox. That limits how many large builds it can run at once.
- Entry price is the weakest point. Only four agencies ask for a higher minimum project, so smaller budgets are shut out. Pick it for design depth, and budget for the price of entry.
Snapshot of Client Reviews
Clutch reviewers describe punctual delivery and project managers who answer fast. Concerns are isolated, not repeated. They include thin CMS training material, quiet stretches after launch, and one designer who left mid-project. The overall mood is warm.
Our Take
A brand-conscious company with a real design budget gets the most here. A software firm refreshing its image is a good example. Skip it for a quick site on a small budget.
4. Prophase Marketing — A strong match for local retailers and nonprofits that want print and web together

- Website: prophasemarketing.com
- Minimum Project Cost: $1,000
- Average Client Satisfaction Rating: 4.90 (5 reviews)
- Team Size: 21 (LinkedIn)
- Years in Business: 40
- Monthly Website Visits: 3
- Employee Review Score: 1.90 (12 reviews)
Overview
Prophase Marketing covers a lot of ground under one roof. Websites sit beside social media, paid ads, direct mail, and loyalty programs.
Clients lean toward loyalty programs, nonprofits, retail, and breweries. Repeat Rewards, Mankato Brewery, and Frentz & Sons Hardware show that mix.
The one-stop approach means print and web come from the same team. That can keep a local campaign consistent from mailbox to browser.
The firm dates to the eighties, which makes it the oldest on this list.
You will not find listed packages. It offers a free audit and consultation first, then quotes the work. Its public record is light. I found few awards and no named founder, so ask for references early.
Core Services
- Website design and development
- Social media marketing
- Paid ads and PPC
- Direct mail
- Loyalty programs
Why They Rank #4
- Value is where it shines. Clients rate cost fairness at the top of the list, and the hourly rate is among the lowest. That pairing suits tight budgets.
- Longevity counts for a lot. No agency on the list has operated longer, a record newer firms cannot match.
- Visibility holds it back. Website traffic sits near the bottom of the list, so few buyers find it on their own. Five reviews also cannot confirm a near-perfect rating, so treat it as promising, not proven.
- Employee satisfaction is the weakest field by a wide margin. A score this low can mean staff churn, which may bring new faces mid-project. You get low prices and long experience, but little public proof.
Snapshot of Client Reviews
Only a handful of Clutch reviews exist, so treat the picture as a sketch. Clients call the team easy to reach, flexible, and honest. They like the social and paid ad results. The lone wish was support for more social platforms, such as TikTok.
Our Take
A local retailer, brewery, or nonprofit should talk to them. They fit if you want web, mail, and loyalty from one small team. Look elsewhere if you need proven web design depth.
5. Triton Commerce — Made for home-service trades that want a site built to bring in leads

- Website: tritoncommerce.com
- Minimum Project Cost: $1,000
- Average Client Satisfaction Rating: 5.00 (108 reviews)
- Team Size: 23 (LinkedIn)
- Years in Business: 14
- Monthly Website Visits: 653
- Employee Review Score: 4.05 (17 reviews)
Overview
Triton Commerce builds websites for home-service trades. Businesses that serve homeowners make up most of its client list.
That focus shapes the pitch. Rankings and leads come first, and the site is built to support both. Account managers, designers, and developers sit in one compact team. It names its people on the site, so you can see who you would work with.
Its stated culture is relationships, not transactions. That is a promise to hold it to, so ask how updates and support work.
If you run a trade business and want more calls and quote requests, this is a close match. If your business sits outside the trades, the fit is less clear.
Core Services
- Custom website design for home-service trades
- Search engine optimization for local leads
- Concept-first process with a refundable deposit
- Month-to-month plans and tritonIQ tools
Why They Rank #5
- The client rating is perfect, and no other perfect-rated agency has more reviews behind it. That makes it the best-supported rating on the list.
- Website design makes up half of the business, one of the seven most focused on the list. The work is not a side line.
- Reach keeps it from climbing. Traffic is mid-table. The team is small next to Thryv, OuterBox, and Lounge Lizard, so big parallel builds are harder.
- The track record is the lowest scored field, and it is only mid-table. Prices sit in the common middle band, so costs stay predictable. You get a small team with a perfect score and an ordinary price.
Snapshot of Client Reviews
Three Clutch reviews exist, all perfect, so the sample is small. They highlight search rankings that turned into leads, plus personal and quick communication. One client wished for basic site edits without contacting the team.
Our Take
A home-service business that wants calls and quote requests will get real focus here. Choose another agency if you need a big in-house bench or want to edit your own site freely.
6. UPQODE — Suited to software and security teams that want a clear scope and published prices

- Website: upqode.com
- Minimum Project Cost: $5,000
- Average Client Satisfaction Rating: 4.93 (148 reviews)
- Team Size: 48 (LinkedIn)
- Years in Business: 11
- Monthly Website Visits: 3,887
- Employee Review Score: 4.80 (4 reviews)
Overview
UPQODE builds custom WordPress sites, with some Webflow work, mostly for software and data security companies.
Concentric AI and Accurate Biometrics sit in that group. NPH USA shows it takes on other sectors too.
Its day-zero idea gives you a clear view of scope from the start. You see what is included before work begins. A client portal then tracks progress.
Its prices are public, which is rare. Theme-based sites start lower, and from-scratch builds cost more.
Culture gets a named set of values, spelled out through a short acronym on its site. If your project needs logo or brand identity work, ask what is included before you sign.
Core Services
- Custom WordPress website design
- Webflow builds
- Theme-based sites with published pricing
- Scope-first planning with a client portal
Why They Rank #6
- Reach is better than its size suggests. Traffic and team size both land in the top ten of the list. That is strong for a mid-sized agency.
- Website design is a meaningful part of the business, one of the ten most focused on the list. Buyers get a specialist, not a generalist.
- The employee score looks excellent, but four reviews are too few to trust it. Treat it as unproven.
- Years in business hold it back. It is younger than most agencies here, and its higher entry price trims the buyers it suits. You get strong reach and reviews, but a short track record.
Snapshot of Client Reviews
Praise for this team centers on timely delivery and clear communication. The smaller notes repeat. Time-zone gaps, slow replies, graphics and logo work run weaker, and requests get lost in long email threads.
Our Take
A software or security company will feel at home here. It suits a WordPress build with a visible scope and public prices. Skip it if you need strong brand graphics.
7. ReVerb — A budget-friendly pick for tech and crypto brands that need content with their design

- Website: reverbico.com
- Minimum Project Cost: $1,000
- Average Client Satisfaction Rating: 4.76 (134 reviews)
- Team Size: 14 (LinkedIn)
- Years in Business: 8
- Monthly Website Visits: 2,265
- Employee Review Score: 5.00 (4 reviews)
Overview
ReVerb is a content and marketing agency that also runs a review platform for other agencies.
Tech and crypto brands fill its client list. Movavi, Readdle, and Coax Software are among the names on its site.
Dave Roberts founded the company and serves as CEO. The team is distributed, and the site says clients should not pay for a fancy office.
You can start with a free web design audit and a free marketing proposal. The audit reviews the UX and UI of your current site before any redesign.
Most of its public work is content and white papers, not site builds. Ask to see web projects before you commit.
Core Services
- Website design with UX and UI audits
- Graphic and brand design
- Content marketing
- SEO and link building
- Blockchain and ICO marketing
Why They Rank #7
- Review volume is a strength. Only five agencies have more client reviews, so the rating means something even though it runs below most.
- Traffic is top ten on the list. That is strong for a team of this size.
- The hourly rate matches the lowest on the list, so this is one of the cheapest ways in.
- Two things cap its place. Web design is a very small part of the business, and the agency is younger than most here.
- The client rating is the weakest field, near the bottom of the list. Four employee reviews are too few to trust a perfect score. Choose it for content and low rates, not for design depth.
Snapshot of Client Reviews
Timeliness tops the praise on ReVerb’s Clutch page, then quality and communication. Nearly every comment concerns content, SEO, and link building, not web design. One negative review raises invoice accuracy and slow replies.
Our Take
A tech or crypto brand will get value here. It suits you if you need content and a design refresh from one low-cost team. Choose someone else for a full site build with strong UX craft.
8. Gemini — Suited to home-service companies that want a site wired into search and ads

- Website: geminiams.com
- Minimum Project Cost: $5,000
- Average Client Satisfaction Rating: 4.90 (14 reviews)
- Team Size: 29 (LinkedIn)
- Years in Business: 34
- Monthly Website Visits: 549
- Employee Review Score: 4.50 (19 reviews)
Overview
Gemini treats the website as the hub for search and paid campaigns. Design, SEO, and ads are planned together.
Compass Plumbing and Malmborg’s Garden Center are named clients. Home services is where most of its work sits.
The agency is woman-owned and certified as a Women’s Business Enterprise. It also holds Google Partner and HubSpot Provider status.
Gemini lists its own rebrand among its case studies.
New clients can start with a trial period it calls the Test Drive. It opens with a free Google Ads and SEO audit.
If you expect a pure design studio, this will feel different. It is a marketing agency that builds sites to feed its campaigns.
Core Services
- Web development and design on WordPress and ecommerce platforms
- Paid media, including search and Local Service Ads
- SEO and content
- Social media
- AI chatbots and automation
Why They Rank #8
- Experience stands out. Only one agency on the list has operated longer.
- Employee ratings are among the best here, and only six agencies have more employee reviews. That supports steadier staffing on long projects.
- Review depth holds it back. Fourteen client reviews is thin for a rating this high. Web design is also a modest part of the business.
- The hourly rate is among the highest on the list, and the minimum project is above most. Pick it for a veteran team, and expect a premium price.
Snapshot of Client Reviews
Just two Clutch reviews exist, both with top marks. Clients like the clear scope, careful listening, and measurable results. The shared worry is price. One client without marketing experience found the strategy hard to follow at times.
Our Take
A home-service company that wants its site, search, and ad spend run as one plan should call Gemini. Skip it if you want a design-only project or a tight budget, since rates and minimums run high.
9. IDIOSYS — A good match when your site is closer to a web app than a brochure

- Website: idiosystech.com
- Minimum Project Cost: $1,000
- Average Client Satisfaction Rating: 4.77 (33 reviews)
- Team Size: 49 (LinkedIn)
- Years in Business: 11
- Monthly Website Visits: 248
- Employee Review Score: 4.30 (8 reviews)
Overview
IDIOSYS is a software and web development firm with a design side. Its sites often work more like apps than brochures.
Healthcare, ecommerce, and hospitality platforms appear on its homepage. That includes patient portals and online marketplaces.
Founder and CEO Chiranjit Nath leads a small group of named executives. Prosenjit Nath runs engineering, and Ananya Ghosh runs operations.
Its stated values are business outcomes first, AI with purpose, and enterprise quality. It also holds ISO quality certifications.
Recent additions include AI integration and a service called Vibe Coding Rescue. It fixes apps built with AI coding tools.
I found no standalone web design or UI/UX service on its site. If polished visual design is your main goal, confirm who handles it.
Core Services
- Web development, from custom sites to web applications
- E-commerce development
- App development for Android and iOS
- AI integration
- Digital marketing and SEO
Why They Rank #9
- Price is the hook. The hourly rate ties for the lowest on the list. Clients rate value for cost well above most.
- Team size is among the six largest here, so it can staff builds that smaller shops cannot.
- Focus caps its place. Website design is among the smallest shares of any business here. A design-first buyer finds stronger options above it.
- The client rating is the weakest field, near the bottom of the list. Eight employee reviews are too few to read, and the agency is younger than most. You get a low rate and a big team, with ordinary proof.
Snapshot of Client Reviews
A uniformly warm picture comes from IDIOSYS’s five Clutch reviews. Clients describe an adaptable, honest, and timely team that picks up new technology. The only request was around-the-clock support. The sample is small, so treat it as a first impression.
Our Take
A startup or healthcare team that needs a custom web app at a low rate should consider IDIOSYS. Pass if you want a design-led marketing site or a UI/UX specialist.
10. The Sher Agency — Chosen for businesses that want a WordPress, Webflow, or Shopify build with ongoing care

- Website: sheragency.com
- Minimum Project Cost: $10,000
- Average Client Satisfaction Rating: 5.00 (72 reviews)
- Team Size: 24 (LinkedIn)
- Years in Business: 11
- Monthly Website Visits: 70
- Employee Review Score: 5.00 (1 review)
Overview
The Sher Agency builds websites in WordPress, Webflow, and Shopify. Design, copy, SEO, and development all happen in-house.
Its clients range from exterior contractors and insurance agents to restaurants and investment firms. Alliance Exteriors, Davenport Insurance, and Gourmaze are on its list.
The team is fully remote and weighted toward developers. Designers, writers, and testers fill out the rest.
After launch, a website management service handles hosting, security, updates, and uptime checks. That covers upkeep in one place.
I would point you to Sher if you want a full site and long-term care from one team. It costs more than most, so set the budget first.
Core Services
- Website redesigns and new builds
- Website management
- Search engine marketing, including SEO and Google Ads
- Web development
- Copywriting and graphic design
Why They Rank #10
- A perfect client rating on a deep review base is rare. Only Triton Commerce backs a perfect score with more reviews.
- Clients also rate value for cost at the top of the list. That holds even though the price of entry is among the five highest.
- Visibility keeps it from climbing. Traffic sits in the lower half, and the team is mid-sized, so it is not a high-capacity option.
- Entry cost is the weakest field. Only four agencies ask for more per project, which shuts out small budgets. One employee review says nothing about staff sentiment. Expect perfect client scores with a high price of entry.
Snapshot of Client Reviews
Almost all Clutch comments glow, led by communication and on-time delivery. The criticism is mild. A few clients wanted more scheduled check-ins, and some saw projects or content run longer than estimated.
Our Take
A business with a real budget will be well served. It suits you if you want a WordPress, Webflow, or Shopify site and steady upkeep. Skip it if you need a quick, low-cost build.
11. Jive Media — Built for owner-led businesses that want marketing tied to booked revenue

- Website: jivemedia.co
- Minimum Project Cost: $1,000
- Average Client Satisfaction Rating: 4.85 (13 reviews)
- Team Size: 7 (LinkedIn)
- Years in Business: 21
- Monthly Website Visits: 32
- Employee Review Score: 4.00 (1 review)
Overview
Jive Media starts with a promise many agencies skip. You own the systems it builds. The CRM, tracking, and reporting all belong to you.
Home services, automotive, and healthcare show up often in its work. Minne Movers is a clear example.
For that client, Jive built the site, quote funnel, CRM, and ads as one system.
The team works remotely and says it is built by operators. Founders lead the work, so you talk to the people doing it.
Jive is also leaning into answer-engine optimization. That means showing up in AI summaries from Google, ChatGPT, and Perplexity.
I would point you to Jive if you care about booked jobs more than design awards. If a standalone, design-led site is the goal, look higher on this list.
Core Services
- Website design and development with conversion-focused UX
- SEO and AI-search visibility
- Paid advertising on Google, Meta, and LinkedIn
- CRM and marketing automation with HubSpot, Salesforce, and GoHighLevel
- Branding and content
Why They Rank #11
- Value leads the case. Clients rate cost fairness at the top of the list. The entry price is among the lowest.
- Longevity helps too. Most agencies on the list are younger, so the model has had time to prove itself.
- Reach holds it back. Traffic and team size both sit in the lower half of the list. Large parallel builds are harder to staff.
- Proof is thin. The client rating is only mid-table, and just thirteen reviews back it. One employee review says nothing about staff sentiment. Choose Jive for value and longevity, not for proof at scale.
Snapshot of Client Reviews
I could not verify a Clutch profile for Jive Media. The only close match belongs to a different company, so I have no review themes to report. The rating above comes from other review sites, so ask for client references before you sign.
Our Take
An owner-led service business, such as a mover, should talk to Jive. It suits you if site, ads, and CRM must tie to booked revenue. Skip it if you only want a design-led website.
12. 3plains — A natural fit for hunting, fishing, and outdoor brands that want a web-first marketing partner

- Website: 3plains.com
- Minimum Project Cost: $1,000
- Average Client Satisfaction Rating: 5.00 (38 reviews)
- Team Size: 8 (LinkedIn)
- Years in Business: 20
- Monthly Website Visits: 1,016
- Employee Review Score: 3.00 (1 review)
Overview
3plains builds websites and marketing for the outdoor world. Outfitters, lodges, ranches, and conservation groups make up its client base.
The team calls itself a group of outdoorsmen and outdoorswomen. Its pitch is that staff take the field and use the products they promote.
Orvis, Ducks Unlimited, and Pheasants Forever appear on its client list.
A recent project was a custom land-listing site for Premier Farm Realty & Auction.
After launch, it offers managed WordPress hosting and maintenance plans. Domain management and email hosting are on the same menu.
I would point you here if your business lives in hunting, fishing, or land sales. A buyer outside the outdoors may find the niche voice less useful.
Core Services
- Web design and redesign
- Managed WordPress hosting and maintenance plans
- SEO and local SEO
- PPC and retargeting
- Photography and video production
Why They Rank #12
- Web design is a core line here. Only seven agencies put more of their business into it, so the site work is a real strength.
- Clients rate value for cost at the top of the list, and the hourly rate sits mid-range.
- Team size holds it back. The team is smaller than most on the list, so large parallel builds are out of reach.
- Employee satisfaction is the weakest field. The score sits near the bottom of the list, but one review is all that backs it. Think of 3plains as a perfect client score from a small, niche team.
Snapshot of Client Reviews
All five Clutch reviews glow. Clients single out knowledgeable staff, personal service, and good value. The one caution is that some work is hard to estimate, so schedules and budgets can drift.
Our Take
An outfitter, lodge, or land-sales business that wants an agency that speaks its language should call 3plains. Skip it if you need a large team or your market sits outside the outdoors.
13. The Website Guy — Best if you run a very small local business and want to deal directly with the owner

- Website: thewebsiteguy.biz
- Minimum Project Cost: $1,000
- Average Client Satisfaction Rating: 5.00 (18 reviews)
- Team Size: 1 (LinkedIn)
- Years in Business: 14
- Monthly Website Visits: 15
- Employee Review Score: N/A
Overview
The Website Guy builds custom sites for very small local businesses. Common Cents Bookkeeping, Pro Tint of MN, and David’s Piano Tuning Services show the range.
Rob Shurtleff runs the business, and you deal with him directly. There are no account managers in between.
He stays active in the community through chamber groups, a business association, and BNI. The Better Business Bureau also lists the firm.
This is a micro-team, far smaller than a typical agency. That means personal service, but it also limits how much work it can take on.
Prices follow a flat fee per page. A deposit starts the work, and monthly financing is available. You pay extra for hosting and upkeep.
Do not expect a deep bench or in-house specialists. If your project needs several teams at once, this is the wrong fit.
Core Services
- Custom small-business website design
- Foundation SEO, including schema markup, sitemaps, and LLMS.txt
- Analytics and Search Console setup
- Ongoing support, including updates, blog posts, and new pages
- Social media management
Why They Rank #13
- The hourly rate is among the lowest here. Clients rate value for cost at the top of the list.
- Design focus is the highest on the list, so every project goes to a specialist, not a generalist.
- Capacity keeps it from climbing. The team is the smallest on the list, and traffic sits in the lower third. It reaches few buyers and handles little at once.
- Review depth is the weakest field. Eighteen client reviews support a perfect score, which is fair but not deep. Pick it for focus and price, and accept that it is one person’s shop.
Snapshot of Client Reviews
Clutch holds a single review, from 2020, so the evidence is thin. That client praised meticulous detail, clear site ownership, and fixes made within hours. Monthly SEO reporting also earned a mention.
Our Take
A solo practitioner, like a bookkeeper, will be happy with a hand-built site from the owner. Look elsewhere if you need a team. Look elsewhere too for rapid scale or included hosting.
14. Plaudit Design — Aimed at mid-sized companies with a large budget and a need for interactive web work

- Website: plaudit.com
- Minimum Project Cost: $25,000
- Average Client Satisfaction Rating: 4.90 (60 reviews)
- Team Size: 14 (LinkedIn)
- Years in Business: 28
- Monthly Website Visits: 813
- Employee Review Score: 5.00 (5 reviews)
Overview
Plaudit Design builds websites and runs digital marketing for mid-sized companies. Most of its clients fall in that middle tier, not the very small or the very large.
Clearfield, EDCO Products, and Good Seed Salad are among the clients named in public profiles.
The homepage points you to a phone call to get started. It lists no packages or prices.
Public pages describe responsive design, interactive web experiences, and content that helps search rankings. Managed hosting is also on offer.
Next to a typical agency here, it works at larger project sizes. Its entry point is among the highest on this list.
If you expect a quick, low-cost site, this will surprise you. It is built for budgets that match a mid-market company.
Core Services
- Web design and responsive development
- Web development
- Digital strategy
- SEO and content for search rankings
- Managed website hosting
Why They Rank #14
- Experience counts here. Only two agencies on the list have operated longer.
- Clients rate value for cost at the top of the list. That is notable for an agency with one of the steepest rates here.
- Cost is the weakest field. The minimum project is second highest on the list. The hourly rate is among the highest, so fewer buyers can afford it.
- Traffic and team size are mid-table, so neither pulls it higher. Employee data rests on five reviews, too few to lean on. Expect a veteran firm with premium pricing.
Snapshot of Client Reviews
Ten Clutch reviews give a uniformly positive picture. Clients cite timely delivery, clear communication, creativity, and strong project management. No concern repeats. A few call the pricing budget-friendly, which sits oddly beside its high minimum.
Our Take
A mid-sized company with a large budget should talk to Plaudit. It suits custom, interactive web work for a team that can fund it well. Skip it if your budget is small or you want published packages.
15. Website Wizards — Made for local trades and professionals who want a custom WordPress site at a low rate

- Website: website-wizards.com
- Minimum Project Cost: $1,000
- Average Client Satisfaction Rating: 4.57 (56 reviews)
- Team Size: 5 (LinkedIn)
- Years in Business: 22
- Monthly Website Visits: 33
- Employee Review Score: N/A
Overview
Website Wizards builds custom WordPress sites for local trades and professionals. The site has pages for attorneys, HVAC, plumbing, roofing, and many more.
Its designers are based in the United States, and it says staff give free advice after hours. The pitch is quality work without a high price tag.
The About page lists a small crew by first name or nickname. Roles run from CEO to backend developer.
It also points to top-ten listings for web designers on two directory sites. Despite its small size, it serves clients across the country, with city pages for major metros.
Public proof is light. I found no case studies and few named clients. Ask to see finished sites and who will work on yours.
Core Services
- Custom website design
- Monthly website support with WordPress updates and security
- SEO and Google profile optimization
- Web hosting and speed optimization
- Graphic, logo, and video work
Why They Rank #15
- Price is the draw. The hourly rate ties for the lowest on the list. Clients rate value for cost at the top.
- Design is central to the business, behind only three agencies. This is a specialist shop, not a generalist.
- Reach holds it back. Traffic sits in the lower half, and the team is smaller than most, so scale is limited.
- The client rating is the weakest field. It is high in absolute terms but among the five lowest here. Fifty-six reviews back it. Pick it for a low rate and design focus, not for the best client scores.
Snapshot of Client Reviews
Perfect scores fill the three Clutch reviews, with praise for reliable, honest work and fast revisions. No concerns appear, but the sample is too small to prove much. The rating above draws on other review sites.
Our Take
A local trade or professional practice that wants a custom WordPress site on a tight budget fits well. Skip it if you need published case studies or a larger team behind the project.
16. O8 — Suited to B2B and higher-ed teams that need a Drupal or WordPress site with ongoing optimization

- Website: o8.agency
- Minimum Project Cost: $5,000
- Average Client Satisfaction Rating: 4.90 (20 reviews)
- Team Size: 23 (LinkedIn)
- Years in Business: 16
- Monthly Website Visits: 19,017
- Employee Review Score: 5.00 (2 reviews)
Overview
O8 builds B2B websites on Drupal and WordPress for teams with long sales cycles. It recommends one platform or the other based on your team and tools.
The University of Minnesota, Cornell University, Walker Art Center, and Ryan Companies appear among its clients.
It is a Drupal Association organization member and a listed Pantheon partner. It also holds NGLCC certification as an LGBT-owned business.
Founder Seth Viebrock built his first web business as a teenager. He later worked as a security analyst, an ecommerce engineer, and a startup CTO.
The team is remote and spread across several countries. The company began as Origin Eight, and clients shortened it to O8.
I would point you here if your site must serve a complex sales process or a compliance-heavy audience. If you want a simple brochure site, this is more than you need.
Core Services
- B2B website design and development
- Drupal and WordPress builds
- HubSpot CMS development
- Website support and ongoing optimization
- SEO, paid media, and digital marketing
Why They Rank #16
- Reach is the headline. Only two agencies draw more visitors, and the team sits in the upper quarter for size.
- Focus caps its place. Website design is among the smallest shares of its business. That suits broad marketing needs, not design-first buyers.
- Proof is thin. Twenty client reviews and two employee reviews are too few to confirm the high ratings.
- Value for cost is the weakest field. Clients rate it among the lowest on the list, and the hourly rate is among the highest. You get strong reach and a big toolbox, at a price clients call steep.
Snapshot of Client Reviews
Drupal work dominates O8’s seven Clutch reviews, most from earlier years. Clients like the communication, flexibility, and long-term upkeep. The concerns are early scoping trouble, one rough start on communication, and a value score called only fair.
Our Take
A B2B, higher-ed, or healthcare team should talk to O8. It suits a Drupal or WordPress site with ongoing optimization and support. Skip it for a simple brochure site or a design-only budget.
Disclosure: Our recommendations include both locally headquartered agencies and offshore firms that provide services in this region. Some agencies featured do not maintain a physical office here but have an established track record of delivering services to clients in the area.
How to Compare Website Design Agency Options
Most bad hires start with skipped basics. I would run these checks before any sales call.
1. Check the Portfolio on Your Own Phone
Open a few of their recent sites on your phone. Slow loads and cramped menus show up in seconds. Good web design feels easy before you read a word. Then look for a project close to your own.
2. Ask How the Price Is Built
Get the quote itemized, not one lump number. Security, hosting, and upkeep should each get their own line. That matters in a state where finance and insurance buyers expect tight security. Try a cost calculator first, so you know what a fair looks like.
3. Test Their SEO Plan for Each City
Many buyers start with web design agencies in Minneapolis or St. Paul. Ask how an agency would target each city. One generic page rarely wins both. A good agency builds SEO into the site structure, not as an add-on. I would ask what they set up before launch.
4. See How They Communicate Before You Sign
Call a few of their past clients before you sign. Business here runs on referrals, so a good agency won’t mind. Then ask the agency how it handled its last missed deadline. The answer shows how it will treat yours.
5. Ask Which Platform They Build On
Platform choice decides how long your site lasts. Many older WordPress and Magento sites here need a rebuild, so migrations keep coming. Pick a setup that can grow with you instead of one you will replace soon. Ask what happens when you outgrow it.
6. Check That They Know Your Part of the State
Check whether they know your corner of the state. Rochester, Duluth, St. Cloud, and Mankato each run as their own market.
A firm that serves the whole state should show work from several areas. A remote agency can still fit if its past clients look like you.
Red Flags to Watch for When Hiring a Website Design Agency
Most agency regrets come from the same few mistakes. I would watch for these before you sign with any web design agency.
1. Choosing on Price Alone
The lowest quote feels safe until the site needs a rebuild. Many manufacturers outside the metro still run older sites, and a cheap patch repeats the problem. Ask what the price actually fixes. A fair quote covers the cause, not just the look.
2. Treating SEO as an Afterthought
A site that no one finds is just a brochure. Home-service searches spike by season, so your pages must be ready before peak months. Ask when keyword research happens, because it should come before the design. A late fix after launch costs more.
3. Skipping the Portfolio Review
Logo walls show who they met, not what they built. Open real projects in your own field instead. A clinic, for example, needs healthcare web design that handles HIPAA-sensitive forms with care. If they show none, ask why.
4. Not Reading the Reviews
Buyers in this state check review sites before they hire. Do the same with every agency on your list. Read the middling reviews first, because that is where real problems show. Then see whether the agency answered them.
5. Overlooking the Mobile Experience
Many local searches happen on a phone, often with a near-me query. A slow page loses that visitor before it finishes loading. Test the agency’s own site on mobile before you trust its pitch. A strong Google Business Profile helps, but page speed keeps the visitor.
6. Signing Without a Support Plan
Launch day is where upkeep begins. Ask who owns the domain, the hosting account, and the CMS login. Many owners cannot answer that once the project ends. Get ownership and support terms in writing before you sign.
7. Forgetting Accessibility
Lawsuits over WCAG and ADA gaps have pushed more businesses to audit their sites. Good UI/UX Design covers contrast, form labels, and keyboard use from the start. Ask how the agency tests for each one. Retrofits cost more than building it in.
8. Taking a Local Address at Face Value
A Minnesota address on a website does not prove local expertise. Outside the metro, local agencies are hard to tell from remote firms. Ask who will actually build your site and for which clients. Then judge the work, not the zip code.
The Bottom Line
Minnesota website design agencies range from solo builders to large national teams. That is why I would treat this ranking as a filter, not a verdict.
Start with the profiles near the top, then read each Our Take against your own budget and timeline. A good fit matters more than a high rank.
Your sector also changes the shortlist. Large nonprofits and schools need accessible sites that staff can edit without help.
Nonprofit web design agencies handle this work often. Ask every agency how editing and accessibility work after launch.
Rank shows how an agency scored on public data. It cannot show how a team will treat your project. Book two or three calls and ask for references.
Compare scoped quotes side by side. Pick your shortlist this week and ask for those quotes. Clear answers now save costly rework later.

Our Methodology: How We Evaluate Agencies
Why This Ranking Is Different
Most agency roundups lean on editorial opinion, self-reported claims, or paid placement. This ranking does not. It uses one repeatable scoring framework, and every agency goes through it the same way.
The list covers website design agencies serving Minnesota. Some sit in the state, and others are national or offshore firms.
Physical location is not a ranking factor, so no agency earns extra points for being local. No agency paid for inclusion or a higher position.
Scored metrics and research do different jobs. Service pages, portfolios, case studies, awards, partnerships, and local presence help us write each profile.
They never add or remove points unless they match a weighted metric below. The same rule shapes every Why They Rank section in the profiles.
Where Your Data Comes From
We collected the data independently during 2026. Each source covers a different part of the picture. SEMrush supplies estimated monthly website traffic. Clutch, DesignRush, G2, Google Business Profile, and Trustpilot supply client ratings and review counts.
Glassdoor and Indeed supply employee ratings and review volume. LinkedIn supplies team size. Agency websites and other public sources supply services, pricing, hourly rates, minimum project size, and business history.
We also reviewed service pages, portfolios, case studies, public client examples, awards, partnerships, and certifications.
That confirmed what each agency offers and gave context for its profile. Unless represented by one of the weighted metrics below, these qualitative findings do not affect the numerical score.
The Five Dimensions That Shape Your Rankings
Each agency is scored across five weighted areas. Positive categories add points, while pricing metrics apply deductions for higher cost barriers.
1. Website Design Focus & Value Assessment (20%)
This category measures how central website design is to an agency’s offering. It also shows how clients rate the value they got for the cost.
| Metric | Weight | How We Calculated It |
| Website Design Focus | 10% | Website design appeared as a core agency service |
| Client Rating for Cost | 10% | Average cost/value rating from selected review platforms |
Agencies benefit when website design is a real part of their business. They also gain when clients consistently report strong value for money.
2. Brand Authority (45%)
Brand Authority measures how visible, how large, and how old an agency is.
| Metric | Weight | How We Calculated It |
| Website Traffic | 20% | Higher estimated SEMrush traffic contributed more points |
| LinkedIn Team Size | 15% | Larger teams contributed more points |
| Years in Business | 10% | Longer operating histories contributed more points |
These metrics show market presence, delivery capacity, and how long an agency has lasted. They do not mean a bigger agency is automatically a better one.
3. Client Satisfaction (30%)
This category combines how high clients rate an agency with how many clients said so.
| Metric | Weight | How We Calculated It |
| Average Client Rating | 15% | Combined ratings from selected review platforms |
| Total Client Reviews | 15% | Greater review volume contributed more confidence to the score |
A high rating backed by many reviews carries more weight than the same rating from a few. That is why both metrics count.
4. Employee Satisfaction (25%)
Employee sentiment gives an extra signal about how stable a company is.
| Metric | Weight | How We Calculated It |
| Average Employee Rating | 10% | Average rating from Glassdoor and Indeed |
| Number of Employee Reviews | 15% | Greater review volume reduced the influence of very small samples |
Both the rating and the number of employee reviews matter. A strong rating from a few reviewers tells us less than the same rating from many.
5. Cost Accessibility Adjustment (-20%)
This is the only category that subtracts points. It lowers scores for higher cost barriers.
| Metric | Weight | How We Calculated It |
| Hourly Rate | -10% | Higher hourly rates received larger deductions |
| Minimum Project Cost | -10% | Higher entry costs reduced accessibility scores |
This does not mean expensive agencies do worse work. It only reflects how accessible each agency is across a wider range of budgets. The combined adjustment can remove up to 20 points.
How the Final Score Works
Each metric is normalized, weighted, and combined into a score out of 100.
Positive metrics contribute up to 120 points. A Cost Accessibility Adjustment can deduct up to 20 points for hourly rate and minimum project cost.
No single metric decides an agency’s rank. Larger agencies may gain from stronger traffic, team size, or a longer history.
Smaller agencies may excel in client satisfaction, employee sentiment, website design focus, value, or affordability.
Only the weighted metrics affect rankings. Awards, clients, partnerships, and certifications can appear in a profile. So can case studies, local presence, and technical expertise. None of them change a score.
This framework lets us compare agencies of different sizes, prices, and market positions on equal terms.
Disclosure: All rankings and scores are based solely on publicly available data collected at the time of publication. These rankings reflect the market landscape at the time of publication. Although individual metrics may change over time, the evaluation framework prioritizes long-term capability signals, making major ranking fluctuations unlikely.
