Web design agencies in Ontario are everywhere right now. You’ll find them in Toronto, Ottawa, and smaller hubs like Mississauga, Hamilton, and Waterloo-Kitchener.
That’s supposed to make your search easier, right? But It doesn’t. Here’s why.
Line up fifty agency websites and most start to look the same. Same layouts, same buzzwords, same five-star reviews you can’t check.
In a market this crowded, marketing text stops telling you much. So instead of trusting the marketing, I built a scorecard.
I checked 52 web design agencies against real data: client ratings, pricing, team size, and delivery history. Sources included Clutch, DesignRush, G2, Glassdoor, Indeed, LinkedIn, and SEMrush.
The result is a ranked list built on data, not decoration. Every agency below earned its spot the same way, no exceptions. You’ll see exactly why each one landed where it did. And where it might fall short for your project.

Deep Dive: Inside Each Web Design Agency in Ontario
Every web design company profile covers the work, the numbers, and the honest fit.
1. INSIDEA — Made for teams that want HubSpot, SEO services, and web development company run by one connected team

- Website: insidea.com
- Minimum Project Cost: $1,000
- Average Client Satisfaction Rating: 4.63 (162 reviews)
- Team Size: 182 (LinkedIn)
- Years in Business: 4
- Monthly Website Visits: 17,683
- Employee Review Score: 4.60 (90 reviews)
Overview
INSIDEA runs on one core belief. Businesses don’t need a pile of vendors for CRM, SEO, and web design. Founder Pratik Thakker built one connected team instead. That shows how work gets handed off internally, with no gaps between departments.
What I noticed digging into their client list is a clear skew. Most of it leans B2B, fintech, and SaaS. That’s not an accident.
Their HubSpot expertise pulls in companies already running sales and marketing through HubSpot. Web design gets built around that same CRM from day one.
The team itself has scaled past a boutique operation. Specialists now work across a wide range of countries. That’s a bigger bench than most web design shops carry. It matters if your project needs more than one specialist type at once.
If you want one team handling web design, CRM, and growth marketing together, this is a strong fit. It handles all of that under one roof. If you just want a standalone website with no CRM tie-in, this might be more than you need.
Core Services
- Web design and development built around the HubSpot CMS
- HubSpot onboarding, migration, and ongoing management
- SEO and content marketing
- Paid and performance marketing campaigns
- CRM workflow automation and reporting
Why They Rank #1
- INSIDEA’s clients rate it a perfect 5 for value on cost, the highest in this ranking.
- Its team is the largest of the top 15, giving it more specialists per project.
- A $50 hourly rate and $1,000 minimum keep it accessible beyond just enterprise budgets.
- It’s also the youngest agency here at four years old, without the track record some rivals have.
Snapshot of Client Reviews
Reviewers consistently point to strong HubSpot expertise and fast turnaround as the standouts. The review volume keeps climbing quarter over quarter, which tracks with how fast the team has scaled. It’s hard to find much genuine criticism in the mix so far.
Our Take
If your business runs on HubSpot, INSIDEA is a strong call. Web design here plugs straight into your CRM and growth stack. If you just want a simple brochure site with no CRM tie-in, look elsewhere. A smaller specialist will likely serve you better.
2. BrandLume Inc. — Best if you want branding, website design, and social media marketing bundled at one fixed price

- Website: brandlume.com
- Minimum Project Cost: $1,000
- Average Client Satisfaction Rating: 4.73 (196 reviews)
- Team Size: 27 (LinkedIn)
- Years in Business: 15
- Monthly Website Visits: 3,810
- Employee Review Score: 4.80 (72 reviews)
Overview
BrandLume calls itself the only one-stop shop for digital marketing. You buy branding, web design, and marketing the way you’d shop online. Fixed price, no contract, no back-and-forth.
That model has pulled in a large global client base. The agency launched in Toronto back in 2011. What stands out to me is how much of that business is repeat work. In an industry full of one-off projects, that loyalty means something.
The no-contract structure cuts both ways. It’s easy to start and just as easy to leave. That works in your favor if you’re just testing the waters. It works against the agency if a project hits scope creep nobody priced in.
If you want fast, fixed-price web design without a long sales process, this fits well. If your project needs a deep custom strategy, look for a more consultative shop instead.
Core Services
- Web design and development
- Branding and visual identity
- SEO services
- PPC and paid social management
- Content and social media marketing
Why They Rank #2
- Its review count sits near the top of this group, giving that rating real weight.
- BrandLume’s clients also rate it 4.9 for value on cost, one of the strongest scores here.
- A $50 hourly rate and $1,000 minimum keep the entry point low for most budgets.
- Monthly traffic runs lower than most agencies here, the main thing keeping it out of the top spot.
Snapshot of Client Reviews
Clients frequently mention how easy the no-contract setup makes it to get started. A recurring theme is surprise at how much ground the flat pricing actually covers. A handful note slower turnaround once a project needs real customization beyond the standard packages.
Our Take
If you want predictable, fixed-price web design without a drawn-out sales process, BrandLume delivers exactly that. If your project needs deep strategic input beyond a standard package, plan for a discovery phase. Or look elsewhere first.
3. Major Tom — Built for brands that need strategy, creative, web development, and paid media under one enterprise roof

- Website: majortom.com
- Minimum Project Cost: $50,000
- Average Client Satisfaction Rating: 4.84 (198 reviews)
- Team Size: 93 (LinkedIn)
- Years in Business: 26
- Monthly Website Visits: 4,236
- Employee Review Score: 4.20 (59 reviews)
Overview
Major Tom works with brands most agencies this size never touch. PepsiCo, SAP, DoorDash, and Criteo are all on the client list.
For fintech client Bakkt, the team built a measurement framework tied straight into Bakkt’s CRM. That lets leads get tracked by quality, not just volume.
That kind of roster comes from a full-service model. Strategy, creative, web development, and paid media all sit under one roof.
The agency actually started as 6S Marketing back in 2000. It merged with Drive Digital in 2018 to become Major Tom. The name changed. The client relationships mostly didn’t.
One thing stood out to me here. This reads like a workplace with real staff longevity, not a revolving door. A press release last year highlighted a founder with a long career in the business. That tracks with how long-tenured the internal culture seems to be.
If you’re an enterprise brand, Major Tom fits that scale. It handles strategy, creative, and media under one team. If you’re a smaller local business, the price tag and pace here will likely feel like overkill.
Core Services
- Website design and development
- Brand strategy and creative campaigns
- Paid and performance media buying
- SEO and generative engine optimization (GEO)
- Marketing analytics and measurement frameworks
Why They Rank #3
- A 26-year track record and a 93-person team put it near the top for scale.
- Nearly 200 client reviews back that rating, not just a handful of happy accounts.
- Its cost-for-value score is the lowest of the entire top 15, the weakest part of this profile.
- A $150 hourly rate and $50,000 minimum, both the highest here, cap how high it can rank.
Snapshot of Client Reviews
Reviewers repeatedly highlight the strategic depth Major Tom brings to bigger campaigns, especially around paid media. A few reviews mention the price tag as a real barrier for smaller organizations. The overall tone reads more like a boardroom endorsement than a quick testimonial.
Our Take
Major Tom is a legitimate option if you need strategy, creative, and paid media under one team. It fits a large brand best. If your budget looks like a typical small business, look toward small business web design agencies instead. The minimum project size alone rules Major Tom out.
4. Brand Vision — Right for you if responsive web design and accessibility matter as much as a senior in-house team

- Website: brandvm.com
- Minimum Project Cost: $10,000
- Average Client Satisfaction Rating: 4.90 (160 reviews)
- Team Size: 38 (LinkedIn)
- Years in Business: 8
- Monthly Website Visits: 24,079
- Employee Review Score: N/A
Overview
Brand Vision built a case study around PowerON Energy Solutions. PowerON is a transit and fleet electrification company.
The team helped it present a more cohesive brand across brochures, guidelines, and email signatures. That kind of B2B, industrial-adjacent client shows up more than once in their portfolio.
The agency runs on a simple rule. Design is treated as a business tool, not decoration. It started in Toronto and has since grown into a multi-city operation across North America. One senior, in-house team still runs the whole thing, not a network of freelancers.
What you get is more hands-on attention than a typical shop this size offers. The same designers and strategists who plan the work also build it. Compared to other Toronto agencies in this ranking, that in-house model feels closer to a boutique studio.
If your project needs one senior team handling accessible, standards-compliant design, this is a strong match. It covers strategy through launch. If you’re comparing purely on price, some competitors on this list start lower.
Core Services
- Web design and development
- Brand strategy and identity systems
- UX and information architecture
- SEO
- Accessibility compliance (AODA, WCAG)
Why They Rank #4
- Brand Vision pulls in more monthly traffic than any other agency in this top 15.
- That traffic doesn’t come with the longest history. At eight years old, it’s one of the newer names here.
- A $10,000 minimum is the second-highest entry point in this group, narrowing who can hire them.
- Its client rating and review count are both strong, just without the top spots’ traffic-driven visibility.
Snapshot of Client Reviews
What surprised me most is how often clients single out the in-house team by name. They mention it more than just the results. Turnaround times get consistent praise. The rare critical review points to higher costs than smaller local competitors.
Our Take
Brand Vision is worth the higher cost if you want one senior team owning the whole project. That includes accessibility compliance built in from day one. If you’re an early-stage startup on a tight budget, a startup-friendly agency will likely fit better. The minimum project cost here will price you out.
5. Let’s Get Optimized — A fit if SEO services are the priority and the website just needs to support it

- Website: letsgetoptimized.com
- Minimum Project Cost: $1,000
- Average Client Satisfaction Rating: 4.72 (202 reviews)
- Team Size: 15 (LinkedIn)
- Years in Business: 19
- Monthly Website Visits: 57
- Employee Review Score: 4.80 (32 reviews)
Overview
Let’s Get Optimized built its name on SEO. The founder’s background explains why. Trevor Stewart helped shape Google’s own Partner Program before starting the agency. That’s an unusual credential for a shop this size to carry.
Web design here plays a supporting role. It mostly gives an SEO or PPC campaign something solid to point traffic at.
That shows up in case studies like the one for Cornerstone Marketing Realty. That project was built around lead generation, not a redesign for its own sake.
More recently, the team pushed into AI search and answer engine work. That extends the same SEO instincts into how AI tools surface businesses now. If search performance is your priority, that focus works in your favor. The website just needs to support it.
If you’re shopping specifically for a design-led web project, this may feel thin. A dedicated design studio will likely offer more on that front.
Core Services
- SEO (organic, local, and technical)
- PPC and paid social management
- Web design and development
- Content marketing
- AI and answer engine optimization
Why They Rank #5
- Its 202 client reviews are the third-highest total in this top 15, giving that rating real backing.
- A 4.9 cost-for-value score and a $1,000 minimum keep it accessible on price.
- The clear weak spot is traffic. At 57 monthly visits, it’s the lowest of any agency in this top 15.
- Nineteen years in business gives it more history than most agencies ranked below it.
Snapshot of Client Reviews
Reviewers consistently credit the SEO team with real ranking improvements, often citing specific traffic jumps within months. Web design draws far fewer mentions than the search work does. One recurring note: clients wish the design side got as much attention as the SEO strategy.
Our Take
If SEO and lead generation are your top priority, Let’s Get Optimized fits well. You just need the website to support that work. If you want web design to get equal billing with search strategy, look elsewhere on this list. Pick one of the design-first names instead.
6. Parachute Design Group Inc. — A fit if you want one senior designer, not a large development agency, owning your custom WordPress site

- Website: parachutedesign.ca
- Minimum Project Cost: $10,000
- Average Client Satisfaction Rating: 4.95 (54 reviews)
- Team Size: 2 (LinkedIn)
- Years in Business: 23
- Monthly Website Visits: 23,712
- Employee Review Score: N/A
Overview
Parachute redesigned the site for Aecon Group, a major Canadian infrastructure company. The team rebuilt navigation, migrated a large backlog of old pages, and built an interactive anniversary timeline. That’s the kind of project this shop takes on.
What’s unusual is the size of the team behind that work. Parachute runs closer to a solo design studio than a typical agency.
That holds even while it handles government and enterprise-level clients. That contrast says a lot about how hands-on the founder stays.
Parachute won’t touch a site built by another agency. Every project starts from scratch, on a fully custom WordPress build. No page builders or templates get involved. Founder Jay Eckert has described the goal simply: helping companies make a real move online.
That approach has kept Parachute near the top of Clutch’s rankings for years running. If you want one senior team owning a custom WordPress build long-term, this fits well. If you need a large team or fast turnaround, a bigger shop may suit you better.
Core Services
- Custom WordPress design and development
- Brand identity and logo design
- UX/UI design
- Ecommerce development (WooCommerce)
- SEO woven into every build
Why They Rank #6
- Parachute’s clients rate it 4.95, the second-highest satisfaction score in this entire top 15.
- Its site pulls the second-highest monthly traffic of any agency here, trailing only Brand Vision.
- The team behind that traffic is the smallest of any agency in this ranking. Its review count is the lowest too.
- A $150 hourly rate and $10,000 minimum sit well above most of this list.
Snapshot of Client Reviews
Client reviews lean heavily on long-term relationships, several spanning a decade or more. The recurring theme isn’t flashy design language, its reliability and follow-through on SEO promises made years ago. A couple of reviews mention a learning curve around WordPress specifics for less technical teams.
Our Take
Parachute is worth the premium if you want one dedicated designer owning a custom WordPress site for years. There’s no rotating team here. If you need multiple people working in parallel, this small team may become a bottleneck.
7. CS Web Solutions — Built for enterprise and mid-market teams that want website design paired with mobile app development and AI-driven SEO

- Website: cswebsolutions.ca
- Minimum Project Cost: $1,000
- Average Client Satisfaction Rating: 4.70 (134 reviews)
- Team Size: 17 (LinkedIn)
- Years in Business: 11
- Monthly Website Visits: 4,886
- Employee Review Score: 5.00 (4 reviews)
Overview
CS Web Solutions built its name serving enterprise and mid-market companies, not just small local businesses.
Web design here comes paired with custom software work and SEO, all under one roof. That combination shows up across a wide range of client sizes.
The agency has leaned hard into AI lately. It recently launched a program aimed at helping businesses adapt to LLM-driven search.
That sits on top of its existing Google and Shopify partner credentials. That’s a pivot toward where search is actually heading, not just where it’s been.
The client base stretches well beyond Mississauga, covering businesses across North America. That reach, paired with the AI push, suggests a shop trying to stay ahead of the industry.
If you want a mid-sized team that pairs web design with AI-forward SEO thinking, this fits well. If you want a boutique specialist focused on one narrow craft, look elsewhere on this list.
Core Services
- Web design and development
- Custom software development
- AI-driven SEO
- Mobile app development (iOS and Android)
- Ecommerce solutions
Why They Rank #7
- Employees rate CS Web Solutions a perfect 5, the highest score in this entire top 15.
- Clients rate value for cost at 4.9, and a $1,000 minimum keeps it accessible.
- Its client satisfaction rating sits lower than most agencies here, the softest part of this profile.
- Its traffic and review count both sit mid-pack, the main reason it isn’t ranked higher.
Snapshot of Client Reviews
Pricing and responsiveness come up again and again as the reasons clients stay. Delivery speed earns specific praise across multiple reviews. Fewer reviews touch on the newer AI services, which makes sense given how recently that offering launched.
Our Take
If you want a mid-sized team pairing web design with AI-forward SEO thinking, this is a solid choice. If you’d rather work with a narrow specialist, a more focused agency on this list may fit better.
8. DD.NYC — Made for brands that want award winning web design handled by a small, senior team

- Website: dd.nyc
- Minimum Project Cost: $10,000
- Average Client Satisfaction Rating: 4.93 (197 reviews)
- Team Size: 40 (LinkedIn)
- Years in Business: 11
- Monthly Website Visits: 5,541
- Employee Review Score: 3.00 (1 reviews)
Overview
DD.NYC is led by Anjelika Kour, who brings creative leadership experience spanning Canada, Italy, Ecuador, and Hong Kong.
She studied at the University of Toronto’s Rotman School before building the agency into an Inc. 5000 firm. That global background shows up in how broad the client roster has become.
That roster stretches from FIFA’s World Cup planning team to New York City FC’s stadium project. One client picked DD.NYC after comparing them against several other agencies.
They were won over by the testimonials alone. That’s a small, telling detail in an industry full of vague praise.
For an agency landing clients at that level, the team behind it stays relatively small. It’s headquartered in New York but works with clients well beyond the city, on-site or fully remote. That flexibility matters more than an office address ever would.
If you want award-winning creative work from a small, senior team, DD.NYC delivers that well. If you need a large in-house team for ongoing web updates, this may not be the right scale.
Core Services
- Web design and development
- Branding and visual identity
- UI/UX design
- Corporate and presentation design
- Packaging design
Why They Rank #8
- DD.NYC’s client rating and review count both land in the top five of this ranking.
- A $150 hourly rate and $10,000 minimum put it among the pricier names here.
- Its employee score is low, but it’s based on just one review, too thin to weigh heavily.
- Team size lands mid-pack for this group, neither its biggest strength nor its weakness.
Snapshot of Client Reviews
Design quality dominates the praise here, often described in more detail than most agency reviews bother with. A smaller number of reviews mention project timelines running longer than expected. Overall, the tone reads like clients who got genuinely attached to the creative work.
Our Take
If you want award-winning creative work and don’t mind working with a small, senior team, DD.NYC delivers. If your project needs a large in-house team for constant updates, this scale probably isn’t right.
9. Mediaforce Digital Marketing Agency — A fit if SEO services and paid media are the priority and web design just needs to keep up

- Website: mediaforce.ca
- Minimum Project Cost: $1,000
- Average Client Satisfaction Rating: 4.97 (63 reviews)
- Team Size: 13 (LinkedIn)
- Years in Business: 30
- Monthly Website Visits: 5,114
- Employee Review Score: 3.50 (2 reviews)
Overview
A cosmetic surgery clinic in Ottawa once interviewed dozens of other agencies before picking Mediaforce. The clinic wanted help with its website, content, and SEO. That kind of thorough vetting says something about how crowded this market already was.
Mediaforce didn’t start as a marketing agency at all. It began building cloud-based software for HR and association groups.
It then pivoted into web hosting, and eventually into digital marketing as the umbrella over everything else. That kind of repositioning takes real staying power.
That staying power shows in the awards. Mediaforce has picked up top SEO agency recognition in Canada.
Web design here supports that broader push, more than it stands alone. The agency has also moved into AI-driven search work as AI tools reshape how people search.
That reach now stretches across Toronto, Ottawa, Vancouver, and New York, not just its Ottawa roots. If SEO and paid media are your priority, this is a strong fit.
The website just needs to support that work. If web design is the main event for you, look further down this list.
Core Services
- SEO and answer engine optimization
- PPC and paid media management
- Web design and secure hosting
- Social media marketing
- Content marketing
Why They Rank #9
- Mediaforce has the longest track record in this entire top 15, at 30 years in business.
- Its clients rate it 4.97, the highest satisfaction score of any agency on this list.
- That rating rests on a small review count, one of the lowest in this top 15. That thin sample is what holds it back.
- A $50 hourly rate and $1,000 minimum keep it accessible, even with three decades of experience behind it.
Snapshot of Client Reviews
Longevity comes up constantly in these reviews, with several clients mentioning relationships stretching back many years. SEO results get the most specific praise, often tied to measurable ranking gains. Web design barely gets a mention on its own.
Our Take
If SEO and paid media are your priority, Mediaforce fits well. The website just needs to support that work. If a striking, design-led website is what you want first, look elsewhere on this list.
10. Task Virtual — Right for you if you want website design bundled into a broader outsourced-support package

- Website: taskvirtual.com
- Minimum Project Cost: $1,000
- Average Client Satisfaction Rating: 4.60 (138 reviews)
- Team Size: 48 (LinkedIn)
- Years in Business: 10
- Monthly Website Visits: 271
- Employee Review Score: 4.70 (14 reviews)
Overview
Task Virtual built its business on outsourced support, not web design specifically. Businesses hire it mainly for virtual assistants, back-office work, and call center services. Web design shows up as one more item on that same menu.
The company runs its delivery teams out of India, serving English-speaking clients across North America and the UK.
It’s grown from a small virtual-assistant shop into an operation spanning multiple continents. That growth came from breadth of services, not depth in any one of them.
That breadth is backed by service-specific credentials across back-office outsourcing, sales support, and data processing.
Web design doesn’t carry the same kind of dedicated certification here. It rides along with everything else the team offers.
If you want web design bundled into a broader outsourced-support package at a low price, this fits. If you want an agency where web design is the actual specialty, this isn’t that agency.
Core Services
- Web design and development
- Virtual assistant and back-office support
- Data entry and processing
- Content writing and email marketing
- Social media marketing
Why They Rank #10
- A $25 hourly rate is the lowest of any agency in this top 15, by a wide margin.
- Its team size ranks among the largest in this group, well ahead of most boutique shops here.
- Client satisfaction is the clear weak spot, ranking near the bottom of this entire top 15.
- Website traffic is thin too, one of the lowest in this ranking.
Snapshot of Client Reviews
Cost savings show up in nearly every review, usually the very first thing mentioned. Communication and turnaround also earn steady praise for a remote team. The rare negative review points to inconsistent quality across different staff assigned to a project.
Our Take
If you want web design bundled into a low-cost, broader outsourcing package, Task Virtual makes sense. If web design needs to be the specialty, not a side item, pick a dedicated shop instead.
11. Webhoster.ca — A fit if you want hosting, website design, and digital marketing services handled by the same small team

- Website: webhoster.ca
- Minimum Project Cost: $1,000
- Average Client Satisfaction Rating: 4.95 (69 reviews)
- Team Size: 8 (LinkedIn)
- Years in Business: 26
- Monthly Website Visits: 112
- Employee Review Score: 4.70 (3 reviews)
Overview
Webhoster.ca helped an archery club move its site to page one of search results. The coach behind that club is a nationally certified instructor. His review reads like someone who noticed real, measurable movement, not vague praise.
Webhoster.ca started as a hosting company, founded by Joseph Marrello. Hosting is still core to what it does. Web design and digital marketing got added on top of that foundation, not the other way around.
That marketing side comes with an unusual guarantee: a full refund if a campaign doesn’t deliver. Few agencies put their fee on the line quite that directly. The agency has also picked up coverage from CanadianSME Magazine, a modest bit of outside recognition.
If you want hosting, web design, and marketing under one roof, this small team fits well. If you already have hosting sorted elsewhere, this bundled setup may not save you much.
Core Services
- Web hosting and domain management
- Web design and development
- SEO
- Digital marketing campaigns
- Email hosting
Why They Rank #11
- Webhoster’s clients rate it 4.95, the third-highest satisfaction score in this entire top 15.
- A $50 hourly rate and $1,000 minimum make it one of the more accessible names in this ranking.
- Its website traffic is among the lowest of any agency here. That’s the main reason it sits near the bottom of this top 15.
- Twenty-six years in business is one of the longer track records in this group.
Snapshot of Client Reviews
Several reviews single out the money-back guarantee as the reason they took a chance on a smaller agency. Response times get consistent mentions too. A couple of reviews note the agency’s own site feels dated compared to its client work.
Our Take
If you want hosting, web design, and marketing under one roof with a real money-back guarantee, this works. If a striking, modern design is your top priority, the visual side here may feel a step behind.
12. Azuro Digital — Right for you if you want a small, senior team that researches your industry before designing anything

- Website: azurodigital.com
- Minimum Project Cost: $10,000
- Average Client Satisfaction Rating: 4.83 (204 reviews)
- Team Size: 10 (LinkedIn)
- Years in Business: 8
- Monthly Website Visits: 1,637
- Employee Review Score: 1.30 (3 reviews)
Overview
An accounting firm hired Azuro Digital for a full site rebuild on a tight deadline. The finished site got shared with clients and a wider network of tax professionals.
The feedback came back unanimously positive. That’s a specific, checkable kind of praise, not a vague compliment.
Daniel founded Azuro Digital in 2018 and still stays personally involved in client projects. That’s unusual once an agency grows past its first few years. The company started in Ottawa and has since opened offices in Toronto and Calgary.
That growth has come from a small, remote team rather than a large staff. The agency has launched a large number of sites since 2018. Clients range from startups to nonprofits and large enterprises. Growth here means more clients, not a bigger office.
The team stays small on purpose, researching each client’s industry before any design work starts. If you want that hands-on, research-first approach from a small senior team, Azuro fits well. If you need a large in-house team for constant, fast-turnaround requests, this size may not keep up.
Core Services
- Web design and development
- SEO and AEO (AI search optimization)
- Custom-coded and WordPress builds
- Brand identity and logo design
- Content strategy
Why They Rank #12
- Azuro’s 204 client reviews are the second-highest total of any agency in this entire top 15.
- Its employee score is the clear weak spot here, well below most agencies in this ranking.
- A $10,000 minimum project cost sits on the higher side for this list.
- Eight years in business is on the newer side for this group.
Snapshot of Client Reviews
Communication quality shows up as the top theme across these reviews, mentioned almost every time. Turnaround speed gets specific praise, especially for smaller projects. Nothing in the review set points to the internal culture issues the employee score might suggest.
Our Take
If you want a small, senior team that researches your industry first, Azuro is worth a look. If internal culture matters to you, the employee score here is worth asking about directly.
13. Local SEO Search — Best if you want a hyper-local SEO specialist who never outsources the work

- Website: localseosearch.ca
- Minimum Project Cost: $1,000
- Average Client Satisfaction Rating: 4.80 (88 reviews)
- Team Size: 28 (LinkedIn)
- Years in Business: 13
- Monthly Website Visits: 3,330
- Employee Review Score: 4.50 (2 reviews)
Overview
Local SEO Search built its business around exactly what its name says. Plumbers, dentists, chiropractors, and other local service businesses make up most of its client base. Web design plays a smaller, supporting role here. It’s mostly there to give the SEO work something to point at.
Founder John Vuong has run the shop since 2013 and hosts his own podcast on local SEO. The team doesn’t outsource any of its work. Every project stays in-house, from content to technical implementation.
That in-house model has served small local businesses long enough for the team to genuinely know this space.
One client reported ranking on the first page for their entire industry, not just their specific niche. Reviews like that tend to be more concrete than most agency testimonials.
If you run a local service business, this team fits well. They handle SEO without ever outsourcing the work. If you need broad national or ecommerce SEO, a more generalist shop may serve you better.
Core Services
- Local SEO
- Website design and development
- Google Business Profile management
- Citation and link building
- Content marketing
Why They Rank #13
- A $50 hourly rate and $1,000 minimum make it one of the most affordable names here.
- Despite the low price, clients rate value for cost lower than most agencies here.
- Its team size ranks in the upper half of this group.
- Review count and traffic both sit lower than most of this top 15.
Snapshot of Client Reviews
Ranking improvements dominate the praise, with several clients naming the specific keywords that moved. The in-house, no-outsourcing promise gets mentioned by name more than once. A smaller number of reviews wish reporting came with more visual detail.
Our Take
If you run a local service business, this in-house SEO team is a strong pick. If you need national reach or ecommerce-scale SEO, look toward a more generalist agency on this list.
14. seoplus+ — Made for multi-location businesses that want SEO services, PPC, and GEO handled by one large in-house team

- Website: seoplus.com
- Minimum Project Cost: $1,000
- Average Client Satisfaction Rating: 4.60 (137 reviews)
- Team Size: 54 (LinkedIn)
- Years in Business: 14
- Monthly Website Visits: 2,813
- Employee Review Score: 5.00 (1 reviews)
Overview
A multi-location paid ads campaign for homebuilder Cardel Homes drove stronger conversions across several markets.
That’s the kind of work seoplus+ builds its client roster around. The agency recently acquired Meerkat Marketing, a boutique shop known for brand strategy and social media.
Co-founder Brock Murray has helped build a culture recognized on regional Best Places to Work lists. The team gets profit-sharing, volunteer days, and even company-sponsored fitness classes. That’s a fairly generous setup for a digital marketing agency this size.
That size shows up in the numbers too. seoplus+ runs one of the largest in-house teams of any agency in this ranking. It has offices in Ottawa, Toronto, and New York. That scale supports bigger, multi-market campaigns most boutique shops can’t take on.
If you run a multi-location business, this large in-house team fits well. It handles SEO, PPC, and GEO all at once. If you’re a single-location small business, a smaller, more boutique agency may fit your budget better.
Core Services
- SEO and generative engine optimization (GEO)
- Paid search and paid social
- Web design and development
- Content marketing and digital PR
- Branding
Why They Rank #14
- seoplus+’s team is the third-largest in this entire top 15, well ahead of most competitors here.
- Employees rate it a perfect 5, though that’s based on just one review, too thin to weigh heavily.
- Client satisfaction is the clear weak spot, the lowest rating of any agency in this entire top 15.
- A $1,000 minimum keeps entry accessible, even with a $150 hourly rate on the higher side.
Snapshot of Client Reviews
Strategy and reporting quality earn the most detailed praise across these reviews. A few clients mention account turnover as their one real frustration. Overall, the tone reads like clients who’ve stuck around long enough to see real, compounding results.
Our Take
If you run a multi-location business, seoplus+ is a strong fit for SEO, PPC, and GEO. If you’re a small, single-location business, a boutique shop may give you more personal attention for less.
15. dNOVO — A fit if you’re a law firm, medical practice, or trade business that wants SEO, PPC, and web design under one specialist

- Website: dnovogroup.com
- Minimum Project Cost: $5,000
- Average Client Satisfaction Rating: 4.70 (229 reviews)
- Team Size: 15 (LinkedIn)
- Years in Business: 15
- Monthly Website Visits: 5,069
- Employee Review Score: N/A
Overview
One dNOVO client mentioned something unusual in a review. New customers said ChatGPT recommended their firm by name.
That’s a direct, checkable sign the agency’s AI-search work is actually landing. Law firms make up a large share of dNOVO’s client base, alongside medical and dental practices.
dNOVO started out as a general internet marketing shop. That changed after founder Shamil Shamilov took on a law firm as an early client.
That single relationship pushed the agency to specialize in legal marketing. It later expanded into medical, dental, and trades work using the same playbook.
dNOVO also runs on a strict exclusivity rule: only one client per niche and region at a time. That means a law firm’s dNOVO-built strategy never gets handed to a direct local competitor. It’s a stricter promise than most agencies on this list are willing to make.
If you’re a law firm, medical practice, or trades business, dNOVO fits well. It specializes in exactly those niches and won’t also serve your direct competitor. If your business doesn’t fall into one of those niches, this specialization may not translate.
Core Services
- SEO for law firms, medical, and trades
- Google Ads and Local Services Ads (PPC)
- Web design and development
- AI search optimization
- Reputation management
Why They Rank #15
- dNOVO has 229 client reviews, more than any other agency in this entire top 15.
- Clients rate value for cost at 5.0, tied for the best score in this ranking.
- Its client satisfaction rating sits in the lower half of this top 15.
- A $5,000 minimum project cost sits in the middle of this group.
Snapshot of Client Reviews
Legal and medical clients describe the results in specific terms, often naming exact ranking or lead gains. A newer thread in the reviews credits the agency with visibility inside AI-powered search tools. The occasional critical review mentions slower reporting turnaround during busy periods.
Our Take
If you run a law firm, medical practice, or trades business, dNOVO is worth a serious look. If your business sits outside those niches, that specialty knowledge won’t translate into the same advantage.
Disclosure: Our recommendations include both locally headquartered agencies and offshore firms that provide services in this region. Some agencies featured do not maintain a physical office here but have an established track record of delivering services to clients in the area.
How to Find the Right Web Design Agency for Your Business
You won’t pick the right web design agency by portfolio alone. Here’s what actually predicts whether the relationship works past month three.
1. Look Past the Homepage Portfolio
Don’t judge an agency by its three best projects. Ask to see something they shipped this year, not five years ago. Pull up the client’s actual live site on your phone. If it loads slowly or looks dated, that portfolio piece was staged.
2. Get Pricing in Writing, Not in a Range
A wide quote range is a red flag, not a courtesy. Ask for a fixed price tied to a defined scope before you sign anything. If the agency won’t commit to a number, they haven’t scoped your project yet. That’s a problem you want to catch now, not mid-build.
3. Confirm SEO Isn’t an Afterthought
A site that looks great but ranks nowhere isn’t finished. Ask how the agency handles technical SEO during the build, not after launch. If SEO gets bolted on later, you’ll pay to fix structural issues twice.
4. Test Communication Before You Sign
Ask how the agency handled their last missed deadline. That story tells you more than any sales pitch. Notice their reply speed during the sales process too. It rarely gets faster once you’ve signed.
5. Ask What Scalability Actually Looks Like
Your agency should handle year two, not just launch week. Ask what happens when you need a new landing page fast, or when traffic doubles overnight. If the answer involves a new contract every time, that’s not a partner. That’s a vendor.
6. Match Their Local Expertise to Where Your Customers Are
Ontario isn’t one market. It mixes dense urban centers with mid-sized manufacturing towns. What a Toronto enterprise needs looks nothing like what a small local business needs. Ask the agency which kind of client they actually understand, not just which city they’re near.
Mistakes That Can Lead to the Wrong Web Design Agency
These mistakes show up in almost every failed agency hire I’ve seen. Catch them before you sign, not after.
1. Chasing the Lowest Quote
The cheapest bid usually means the scope is thinner than you think. Ontario buyers report the same story: unclear pricing that turns into surprise fees mid-project.
Ask what’s excluded from the quote, not just what’s included. Run the total past a website cost calculator first.
2. Treating SEO as Optional
A beautiful site that nobody finds isn’t a win. Search is changing fast, and AI-powered results now favor short, direct answers over long directory listings.
If your agency can’t explain how they’ll keep you visible as search changes, that’s a problem. Ask again before you sign.
3. Skipping the Portfolio Deep-Dive
A polished case study slide isn’t proof of anything. Click through to the actual live sites, not just the screenshots. If three out of five feel dated or slow, that’s your answer.
4. Skimming the Star Rating, Not the Reviews
A high average rating tells you almost nothing on its own. Read the middle-of-the-road reviews, not just the five-star ones. That’s where you learn what actually goes wrong on a real project.
5. Forgetting to Check Mobile
Most of your traffic will land on a phone, not a desktop. Pull up the agency’s own work on your phone before you hire them. If their own sites skip real responsive web design, yours will too.
6. Signing Without a Support Plan
A website needs upkeep the day after launch, not just on launch day. Accessibility rules shift often enough that a compliant site today can drift out of compliance later. Ask who handles ongoing website maintenance once the invoice is paid, and what it costs.
7. Assuming “Ontario” in Their Name Means They’re Actually Here
Plenty of agencies market to Ontario without an office anywhere nearby. That’s not automatically a problem, but it’s worth knowing upfront. Ask directly where the team actually sits, and treat a dodge as your answer.
Where to Go From Here
You don’t need to read every profile to pick a web design agency in Ontario. Start with the At-a-Glance list. Narrow it down to two or three names that fit your budget and industry. Then read those specific profiles closely.
Watch for one thing as you compare agencies. AODA and WCAG accessibility work is still a growing specialty in this market. Not every agency actively markets that expertise. Ask directly if it matters for your business.
Every agency here got scored the same way, on the same weighted dimensions. That’s the whole point of this exercise. Pick based on what actually fits your project, not just who ranked highest.
Behind the Rankings: Our Evaluation Process
Why This Ranking Is Different
Most agency roundups lean on editorial opinion, self-reported claims, or paid placement. A few reviews, a nice write-up, and an agency lands near the top. We built this ranking differently. Every agency runs through the same repeatable scoring framework, applied the same way every time.
We refer to these as web design agencies serving Ontario, not always agencies in Ontario. Some are locally headquartered.
Others operate nationally or offshore and serve Ontario clients every day. Every agency is scored the same way, no matter where the team sits.
Physical location isn’t a ranking factor here. It isn’t built into the scoring model below in any way. No agency gets extra points for being based nearby. No agency paid for inclusion or for a higher spot on this list.
Scored metrics and qualitative research are two different things. We look at service pages, portfolios, and case studies to understand each agency. We also check named clients, awards, partnerships, and certifications.
Technical expertise, local presence, proprietary processes, and media mentions round out the picture. None of that moves the score on its own.
It only counts if it matches one of the weighted metrics below. The same rule governs every Why They Rank section later in this piece.
Where Your Data Comes From
We collected the data independently during 2026. SEMrush provided estimated monthly website traffic for every agency on this list.
Clutch, DesignRush, G2, Google Business Profile, and Trustpilot supplied client ratings and review counts.
Glassdoor and Indeed gave us employee ratings and employee review volume. LinkedIn confirmed team size for each agency.
Agency websites and other public sources filled in services, pricing, hourly rates, minimum project size, and business history.
We also reviewed service pages, portfolios, case studies, and other public materials. That confirmed each agency’s web design capabilities and gave context for its profile.
Unless a finding matches one of the weighted metrics below, it doesn’t affect the numerical score.
The Five Dimensions That Shape Your Rankings
Each agency is scored across five weighted areas. Positive categories add points, while pricing metrics apply deductions for higher cost barriers.
1. Web Design Focus & Value Assessment (20%)
This category measures how central web design is to an agency’s business. It also captures how clients rate the value they got for the price.
| Metric | Weight | How We Calculated It |
| Web Design Focus | 10% | Web design appeared as a core agency service |
| Client Rating for Cost | 10% | Average cost/value rating from selected review platforms |
Agencies benefit when web design is a real part of their business, not a minor add-on. They also benefit when clients consistently report strong value for the price paid.
2. Brand Authority (45%)
Brand Authority measures visibility, scale, and how long an agency has been operating.
| Metric | Weight | How We Calculated It |
| Website Traffic | 20% | Higher estimated SEMrush traffic contributed more points |
| LinkedIn Team Size | 15% | Larger teams contributed more points |
| Years in Business | 10% | Longer operating histories contributed more points |
These metrics work as comparative signals of market presence, delivery capacity, and operating stability. A bigger footprint isn’t automatically a better one, just a different kind of proof.
3. Client Satisfaction (30%)
This category combines how clients rate an agency with how many clients actually left a rating.
| Metric | Weight | How We Calculated It |
| Average Client Rating | 15% | Combined ratings from selected review platforms |
| Total Client Reviews | 15% | Greater review volume contributed more confidence to the score |
A high rating backed by hundreds of reviews carries more weight than the same rating from a handful. Volume is treated as confidence, not as a popularity contest.
4. Employee Satisfaction (25%)
Employee sentiment offers another signal about how stable an agency is behind the scenes.
| Metric | Weight | How We Calculated It |
| Average Employee Rating | 10% | Average rating from Glassdoor and Indeed |
| Number of Employee Reviews | 15% | Greater review volume reduced the influence of very small samples |
Both the rating and the number of reviews behind it matter here. We don’t read either one as proof of low turnover. We stick to what the numbers actually show.
5. Cost Accessibility Adjustment (-20%)
This is the only category that subtracts points instead of adding them.
| Metric | Weight | How We Calculated It |
| Hourly Rate | -10% | Higher hourly rates received larger deductions |
| Minimum Project Cost | -10% | Higher entry costs reduced accessibility scores |
This doesn’t mean an expensive agency does worse work. It only accounts for how many budgets an agency’s pricing realistically fits. The combined deduction can reach a full 20 points.
How the Final Score Works
Each metric gets normalized, weighted, and combined into a single score out of 100. Positive metrics can contribute up to 120 points before any deductions.
The Cost Accessibility Adjustment can then subtract up to 20 points. That’s based on hourly rate and minimum project cost.
No single metric decides where an agency lands. A larger agency might win on traffic, team size, or years in business. A smaller one might win on client satisfaction, employee sentiment, web design focus, value, or affordability.
Only these weighted metrics move the score. Awards, named clients, partnerships, and certifications can all appear in a profile.
So can case studies, portfolio quality, local presence, technical expertise, proprietary processes, and media mentions. None of them changes the score on their own.
That’s what makes agencies of different sizes, prices, and market positions comparable side by side.
Note: All rankings and scores are based solely on publicly available data collected at the time of publication. These rankings reflect the market landscape at the time of publication. Although individual metrics may change over time, the evaluation framework prioritizes long-term capability signals, making major ranking fluctuations unlikely.
